Joule is a standard unit of energy. The campus of Joule’s focus is on energy abundance. We are creating the Joule BetterGrid, set on creating the standard for energy abundance, diversity, sustainability, and efficiency; with the goal to reduce the cost of energy as close to zero as possible.
As we achieve this goal, we will unleash the power of energy to create the most advanced high performance compute campus in the world, furthering the goal of the United States to be home to the world’s most secure and advanced Sovereign AI models.
Additionally, Joule will employ this energy abundance to further the aim of bringing home advanced manufacturing. As we succeed, we bring with this success local, state and federal taxes and economic growth. Joule will grow employment for high skilled labor, drive wage growth in the area, create tech training centers, provide apprenticeships, and economic prosperity.

Brock Andrus
Co-Chief Executive Officer
Brock Andrus is an experienced investment executive with more than two decades in commercial real estate finance and structured capital. He has overseen the financing of over $35 billion in commercial real estate assets, spanning multifamily, workforce housing, manufactured housing, industrial, logistics, office, seniors housing, and single-family rental sectors. He has extensive experience structuring corporate credit facilities, securitizations, and NAV-based lines, as well as designing proprietary financial tools to enhance performance analytics and asset-level decision-making. His expertise spans the full capital stack—ranging from senior and mezzanine debt to equity and fund-level vehicles.
As Co-CIO, he led institutional equity funds exceeding $1.7 billion, guiding fund strategy, asset-level investment decisions, and portfolio-level risk management. Brock has managed institutional teams through market cycles, led valuation and risk management committees, and driven investor reporting and engagement.
Known for his steady leadership and precision in execution, Brock brings together institutional discipline, entrepreneurial agility, and a deep command of capital formation.
Dave J. Gray
Co-Chief Executive Officer
David J. Gray is a co-founder of Joule Capital Partners with experience in data centers, HPC, AI clusters, and telecom networks for U.S. government and commercial clients.
He holds MBAs from UCLA and NUS, with knowledge of GAAP/IFRS, SEC/FDIC/NCUA reporting, and operations across public and private sectors. He has held roles at BAE Systems, University of Utah, and firms in energy and telecom.
Conor Andrus
Managing Partner, Head of Capital Markets
Conor Andrus is the Founding Partner and Head of Capital Markets at Joule Capital Partners, where he leads strategy, capital formation, and financial structuring for one of the nation’s largest integrated energy and AI infrastructure developments. He oversees institutional partnerships, capital deployment, and financing strategy across Joule’s multi-phase data center and energy platform—anchored by a 4,000-acre, fully-entitled campus in Central Utah designed to deliver over 1 GW of onsite generation and AI compute capacity.
With a background spanning real estate, private equity, and infrastructure finance, Conor brings a pragmatic and forward-thinking approach to structuring large-scale, capital-intensive ventures. His leadership emphasizes disciplined underwriting, transparent governance, and alignment between capital partners and operating teams.
At Joule, Conor has spearheaded relationships with global investors, utilities, and technology partners to advance the company’s mission of building the next generation of energy-ready, compute-driven campuses powering the AI economy.
Mark McDougal
Managing Partner, Head of Land Development
Mark R. McDougal holds a BS in Business Management/Finance from Brigham Young University and a JD from Seattle University. He is licensed to practice law in Utah, U.S. Federal Courts, and the U.S. Claims Court. Over a 40-year career, he has led land development of multiple large-scale construction projects. Mark has served as spokesman and coordinator for public relations and policy development. He built and operated as a C-suite member multiple multi-million-dollar companies based domestically and internationally.

Aaron McDougal
Managing Partner, Head of Power Systems
Aaron McDougal is an experienced business leader whose expertise in operations management and strategic innovation drives the success of Joule Capital Partners’ data center campus initiatives. As a founder and Vice President at Mountain Pure, LLC, Aaron has led the development of innovative products, overseeing manufacturing and pioneering custom processes, skills he now applies to optimizing data center operations.
At Joule Capital Partners, his analytical prowess and research capabilities inform strategic planning and project validation, ensuring robust, scalable solutions for energy-intensive facilities. With prior experience managing large-scale agricultural operations at Triple C Farms, Aaron brings a unique blend of hands-on efficiency and forward-thinking vision, making him a key driver of operational excellence and sustainable growth for our data center campus.
Brad Andrus

Brad Andrus is a Founding Partner of Joule Capital Partners, bringing over 35 years of experience in institutional real estate, finance, and capital markets. As co-founder and Senior Partner Emeritus of Bridge Investment Group—a $50 billion AUM real estate investment platform—Brad has built a legacy of disciplined growth, investor alignment, and operational excellence.
At Joule, Brad provides strategic leadership across capital formation, governance, and institutional partnerships. His experience building and scaling one of the country’s most successful investment management firms informs Joule’s capital strategy and risk management framework as the company develops its multi-gigawatt data center and energy infrastructure portfolio.
Brad’s philosophy centers on long-term relationship building, rigorous underwriting, and transparent stakeholder alignment. His focus on integrity and execution has established him as a trusted leader in private markets, guiding Joule’s mission to deliver energy-secure, investment-grade infrastructure for the next generation of compute demand.
Paul Judge
Chief Financial Officer
Paul Judge is a seasoned early-stage and turnaround professional skilled in team building, financial modeling, fundraising, and capitalization structure.
Having been from startup to IPO twice serving as a founder, CFO, CEO, and Board Member, he understands what success looks like and how to get there.
Prior to his involvement with Joule, Paul served as consulting CFO Advisor with Amplēo since 2021 and managed an early stage investment fund since 2016. Prior to this period, Paul was CFO of an alternative fuel supplier to the trucking industry, led the turnaround of a $100M plus Private Equity fund, and founded and served as CFO through the public offering of a Sprint PCS affiliated mobile telecom operator. Paul has served as an active board member on 10+ early-stage companies over his career, including as a founding board member for CradlePoint Technology Inc. Paul is an active Angel Investor and mentor in the Idaho and Utah startup community.
Paul received his MBA from George Washington University and Bachelor's Degree in Business Administration from Pepperdine University.
